The Mumbai Trans Harbour Link : Case Study on Capable Project Management

When Prime Minister Narendra Modi inaugurated the Mumbai Trans Harbour Link (Atal Setu) in January 2024, it marked the completion of India's longest sea bridge; a 21.8-kilometre engineering marvel connecting Mumbai to Navi Mumbai. The celebration was well-deserved. Yet the project's journey reveals exactly why India desperately needs more capable project managers, not just certified ones.

A Project Four Decades in the Making

The Mumbai Trans Harbour Link wasn't delayed by months or even years; it was delayed by decades. First proposed in the 1960s, the project spent over 40 years "on the drawing board." As The Times of India noted, the MTHL's delay was "symbolic of all that is wrong with infrastructure planning and implementation in Mumbai," calling a project taking four decades to move from concept to construction "in the realm of fiction in any other country."

What took four decades to start and another 6 years to complete? A 22-kilometre bridge. For context, China built the 55-kilometre Hong Kong-Zhuhai-Macau Bridge in 9 years from groundbreaking to opening.


The Project Management Failures

The MTHL case study reveals every project management dysfunction plaguing Indian infrastructure:


Stakeholder Misalignment: Two government agencies; MSRDC (controlled by one political party) and MMRDA (controlled by another) , both planned to build the same bridge simultaneously. Media criticized the "political feud" as "slowing down Mumbai's development." When the state government finally chose MMRDA, MSRDC demanded ₹25 crore for access to studies they'd conducted so government agencies were charging each other for information about public infrastructure.


This isn't a resource problem. It's a stakeholder management catastrophe. Capable project managers identify and resolve stakeholder conflicts before they consume years of project timelines.


Failed Risk Management: The project underwent two failed tendering rounds under MSRDC. No bidders submitted proposals despite 13 companies showing initial interest. Why? Because the PPP model's traffic projections depended on Navi Mumbai Airport, which was itself heavily delayed. The consortia recognised this interdependency risk. The project sponsors apparently didn't.


When environmental clearances lapsed because bidding processes dragged beyond their 5-year validity, that's not bad luck, it's failure to manage regulatory risk proactively.


Scope and Model Changes Mid-Stream: In 2013, five years after receiving clearances for a PPP model, the project switched to EPC basis. Then costs escalated from initial ₹517 crore estimates to ₹14,262 crore. During construction, contractors claimed 5-15% cost escalations due to design changes and COVID delays.


Changing fundamental project delivery models mid-stream isn't adaptive management; it's evidence of inadequate upfront planning.


Political Interference Without PM Mitigation: Political priorities shifted with each election cycle. The project sat stalled during political transitions. These external disruptions were predictable; India has regular election cycles. Capable project managers build stakeholder continuity plans that transcend individual political terms.

What could have changed

Let's be clear: effective project managers couldn't have eliminated all delays. Land acquisition challenges, environmental concerns, and legitimate technical complexities exist. But capability gaps turned manageable challenges into multi-decade disasters.


  • Stakeholder Management Competence: A capable PM would have recognised the MSRDC-MMRDA conflict immediately and escalated to state leadership for resolution before years of paralysis. They would have structured governance to prevent political feuds from derailing technical execution.


  • Risk Identification and Mitigation: Dependencies on the delayed airport should have been flagged in initial risk assessments with mitigation plans such as alternative traffic scenarios, phased delivery models, or contractual structures accounting for uncertainty.


  • Change Control Discipline: The shift from ₹517 crore to ₹14,262 crore represents either catastrophically bad initial estimation or uncontrolled scope expansion. Capable PMs rigorously validate estimates and implement change control, preventing ad hoc scope additions.


  • Political Navigation: Capable PMs build multi-stakeholder coalitions ensuring project continuity across political changes. They secure commitments that transcend individual leaders and create momentum that is difficult to stop once started.


The Contrast: Delhi Metro's Success

The difference between capable and incapable project management shows starkly when comparing MTHL to Delhi Metro.


Led by E. Sreedharan, Delhi Metro's first phase was completed on time, sometimes ahead of schedule and using global project management practices, Primavera scheduling tools, single-point authority, tight contractor monitoring, and seamless coordination across agencies.


What Made Delhi Metro Different? Not better resources. Not simpler engineering. Not easier stakeholder landscapes. The difference was project management capability. Sreedharan had the authority, competence, and organisational support to implement proper PM practices. MTHL had none of these for 40 years.


Why certification isn't enough

India doesn't lack certified project managers. Walk into any infrastructure organisation and you'll find PMP credentials, Agile certifications, and Six Sigma belts. What's missing is competence—the ability to actually apply PM knowledge in Indian organisational contexts.


Theoretical training teaches what a stakeholder matrix is. It doesn't teach you how to navigate political disputes between government agencies. Courses cover risk registers. They don't prepare you for managing vendors who are politically connected. Certifications explain earned value management. They don't develop the judgment to present bad news to stakeholders without losing credibility.


The MTHL took 40 years not because PMs didn't know PM theory but because they couldn't execute it in India's complex stakeholder, political, and organisational reality.


What India Actually Needs

By 2027, India will add 21.8 million project-oriented roles. If these roles are filled with certified but incapable project managers, India will see thousands more MTHLs : decades-long delays, multi-billion cost overruns, and unrealised economic potential.


India needs project managers who can:

  • Navigate multi-stakeholder political landscapes

  • Set and enforce boundaries despite hierarchical pressure

  • Manage vendors within relationship-driven business contexts

  • Build coalition support transcending election cycles

  • Make realistic assessments despite optimism bias

  • Execute control processes that organisational culture resists


These competencies come from practical experience evaluated by experts who've navigated similar challenges; not from multiple-choice exams testing theoretical knowledge.

The Mumbai Trans Harbour Link finally opened in 2024. It's a magnificent engineering achievement. But its 40-year journey from concept to completion is a monument to project management failure and a warning about what happens when India continues to produce certified project managers rather than capable ones.
